The Banco Master Scandal<\/h3>\n

Daniel Vorcaro turned Banco Master into one of Brazil’s largest issuers of bank deposit certificates (CDBs), offering above-market returns. On November 18, 2025, Brazil’s Central Bank ordered the bank’s extrajudicial liquidation after the Federal Police launched Operation Compliance Zero. According to investigators, the bank operated like a Ponzi scheme: it paid interest to earlier investors using money from new clients and overvalued assets and properties pledged as collateral to the Credit Guarantee Fund (FGC). The estimated shortfall reaches R$12 billion, affecting roughly 1.6 million account holders.<\/p>\n

Vorcaro was arrested on November 17, 2025, while trying to leave the country on a private jet bound for Malta. Since then, he has been arrested and released more than once and has offered two plea deal proposals. Authorities rejected both as insufficient, saying they did not bring relevant new evidence to the investigations. His father, Henrique Vorcaro, former BRB president Paulo Henrique Costa, federal police officers, and a police chief were also arrested.<\/p>\n

One name that gained notoriety in the case is Luiz Philipi Machado de Moraes Mour\u00e3o, nicknamed “Sic\u00e1rio” (“Hitman”) in message exchanges with Vorcaro. According to the Federal Police, he acted as a kind of fixer for the banker, coordinating the monitoring and intimidation of former employees and people considered inconvenient. Messages indicate that Vorcaro even asked him to arrange an assault on journalist Lauro Jardim. Mour\u00e3o was arrested on March 4, 2026, during Operation Compliance Zero, and attempted suicide while in Federal Police custody at the agency’s headquarters in Minas Gerais. He was resuscitated at the scene and taken to the ICU at Jo\u00e3o XXIII Hospital in Belo Horizonte, where he remained. According to his defense team, his condition worsened, and his death was declared at 6:55 p.m. on Friday, March 6, 2026, after doctors completed the brain-death protocol that had begun around 10 a.m. that same day. His defense stated that he had shown no apparent signs of physical or psychological distress earlier that day.<\/p>\n

The Meeting with Lula (Confirmed)<\/h3>\n

In December 2024, Vorcaro was received by President Luiz In\u00e1cio Lula da Silva at the Planalto Palace. Lula himself confirmed the meeting in an interview given in September 2026, saying Vorcaro came to complain about alleged persecution of Banco Master. According to Lula, he told the banker that the institution “would be investigated seriously” and that “no one has any interest in closing a bank,” but that Master ended up being shut down by his administration because “it wasn’t right.” So far, there is no accusation of wrongdoing against Lula connected to this meeting. The episode is cited mainly as part of the case’s broader political fallout, since the meeting took place months before the bank’s liquidation.<\/p>\n

Fl\u00e1vio Bolsonaro: Confirmed Payments, Disputed Purpose<\/h3>\n

According to a May 2026 report by The Intercept Brasil, Senator Fl\u00e1vio Bolsonaro negotiated with Vorcaro the transfer of roughly R$134 million (US$24 million), of which at least US$10.6 million (about R$60 million) was reportedly transferred in six installments between February and May 2025. The money was allegedly meant to finance “Dark Horse,” a biographical film about Jair Bolsonaro. Leaked audio shows Fl\u00e1vio pressing Vorcaro to keep the payments coming and expressing concern about “not honoring commitments,” calling the banker his “brother.”<\/p>\n

The film’s production company initially denied receiving funds from Banco Master. Later, actor and former Culture Secretary M\u00e1rio Frias publicly admitted receiving money from an investment vehicle linked to Vorcaro. Fl\u00e1vio says he has a confidentiality agreement with the banker and claims ten other anonymous investors signed similar contracts out of fear of political persecution \u2014 a claim not yet independently verified. The Federal Police is investigating whether the money actually financed the film or was used to disguise transfers benefiting Eduardo Bolsonaro, who is now living in the United States.<\/p>\n

The 2022 Donation Allegation via Kassab \u2014 Denied by Fl\u00e1vio<\/h3>\n

In one of his rejected plea deal proposals, Vorcaro claimed to have made R$5 million in campaign donations in 2022 \u2014 R$3 million to Jair Bolsonaro and R$2 million to Tarc\u00edsio de Freitas \u2014 alleging the amounts were a kind of “financial payback” requested by PSD party president Gilberto Kassab in exchange for maintaining advantages for Master’s credit card scheme.<\/p>\n

Fl\u00e1vio Bolsonaro called this version a lie. According to the senator, Kassab never requested a bribe on behalf of his father or Tarc\u00edsio. Instead, he argues the opposite happened: Kassab allegedly asked Vorcaro for money under the pretext of supporting the Bolsonaro and Tarc\u00edsio campaigns, but kept the funds for himself \u2014 which would amount to Kassab defrauding the banker, not a payoff to politicians. Since the plea deal containing this accusation was rejected by authorities for lack of supporting evidence, the episode remains an unproven allegation, not an established fact.<\/p>\n

Nikolas Ferreira: Contact Confirmed, Money Denied<\/h3>\n

Documents submitted to the congressional Banco Master inquiry (CPMI) showed that congressman Nikolas Ferreira was among the saved contacts in Vorcaro’s phone, alongside Fl\u00e1vio Bolsonaro. A March 2025 audio recording, whose authenticity Nikolas confirmed to CNN, shows the congressman apologizing to the banker for publicly criticizing a legal event sponsored by Banco Master in London, saying he “didn’t know it was Dani’s bank” \u2014 a reference to Vorcaro.<\/p>\n

Nikolas also acknowledged having flown on Vorcaro’s private jet to a meeting with Jair Bolsonaro during the 2022 campaign, but said he did not know at the time whose plane it was. The congressman publicly denies any business, institutional or financial ties to the banker, telling CNN: “I never received a single cent from Vorcaro.”<\/p>\n

Alexandre de Moraes and His Wife: Contract Confirmed, “Favor Trading” Denied<\/h3>\n

On January 17, 2024, the law firm of Viviane Barci de Moraes, wife of STF Justice Alexandre de Moraes, sent Vorcaro a draft contract directly for legal services to Banco Master, worth an estimated R$129 million total, running through 2027 with monthly installments of R$3.6 million. The firm itself confirmed the contract and reported receiving R$80.2 million between 2024 and 2025, producing 36 legal opinions and holding dozens of in-person meetings on bank-related matters with the Central Bank, tax authorities, Congress, prosecutors, the Federal Police and other agencies.<\/p>\n

In his plea deal proposal (also rejected), Vorcaro said he hired Viviane’s firm seeking “proximity” to Justice Moraes, but explicitly stated that no favors were exchanged between him and the justice as a result. Moraes called the related accusations “fanciful” and disputed the procedural validity of part of the investigation. The case remains under review by the Federal Police and the Attorney General’s Office, and the plea deal has not been approved.<\/p>\n

Investigation documents also indicate that Justice Dias Toffoli’s name appeared in Vorcaro’s phone. Toffoli declared himself a potential conflict of interest and withdrew from the case. A congressional inquiry rapporteur went as far as recommending charges against Justices Moraes, Toffoli and Gilmar Mendes, as well as Prosecutor General Paulo Gonet. The committee itself rejected that recommendation, by a vote of 6 to 4. CPMI Access Was Restricted<\/h3>\n

In a more recent phase of the investigation, STF Justice Andr\u00e9 Mendon\u00e7a ordered that new material obtained by the Federal Police \u2014 financial, tax and phone records \u2014 be returned for selective review by the Federal Police itself, restricting the congressional inquiry’s direct access to that content. Mendon\u00e7a also opened a separate inquiry into the leak of private conversations between Vorcaro and his ex-girlfriend, influencer Martha Graeff, further limiting the committee’s access to the banker’s personal information.<\/p>\n
