Brazil\u2019s Congress approved the 2026 budget, setting total federal spending at R$6.5 trillion. Of that amount, R$1.8 trillion is allocated to refinancing public debt.<\/p>\n\n\n
After debt refinancing is excluded, the effective budget totals R$4.7 trillion. This covers public policies, investment and the operating costs of government.<\/p>\n\n\n
Health is among the priorities set by lawmakers, with an allocation of R$254.9 billion. That is R$7.4 billion above the constitutional minimum required for the sector.<\/p>\n\n\n
The text also provides R$197.9 billion for infrastructure investment and other public works. In addition, personnel spending rises by R$11.4 billion, while the Electoral Fund receives R$5 billion.<\/p>\n\n\n
Lawmakers based the 2026 budget on a monthly minimum wage of R$1,621. The text sets a primary surplus target of R$34.3 billion.<\/p>\n\n\n
Under the accounting criteria adopted, the target complies with the zero-result rule. Meanwhile, excluding court-ordered debt payments, known as precat\u00f3rios, creates an additional R$13.8 billion in fiscal room.<\/p>\n\n\n
Lawmakers used part of this room to help accommodate about R$50 billion in parliamentary amendments. These amendments direct federal resources to projects and spending priorities selected by legislators.<\/p>\n\n\n
The Ministry of Integration and Regional Development is among the departments receiving the largest increases. Its allocation rose from R$6.1 billion to R$12.7 billion.<\/p>\n\n\n
