Orlando Morando (MDB, 1555) and Carla Morando (PSD) are running in Brazil’s 2026 elections as a political pairing, with their electoral base in the Greater ABC region of São Paulo. Orlando is running for a seat in the federal Chamber of Deputies, while Carla is seeking reelection to the São Paulo State Assembly.
The candidates’ backgrounds
Orlando Morando served as mayor of São Bernardo do Campo from 2017 to 2024, after four terms as a state deputy and a stint as a city councilman. Between January 2025 and March 2026, he headed the Urban Security Department for the city of São Paulo under Mayor Ricardo Nunes. His federal deputy candidacy was approved at an MDB convention in July, and the state electoral court (TRE-SP) confirmed his registration on September 1.
Carla Morando is a state deputy for the PSD party running for reelection. Known as the “Ambassador of Greater ABC,” she frequently highlights directing budget earmarks to municipalities in the region, including Ribeirão Pires.
Local support in Ribeirão Pires
In August, the pair opened a campaign office in Ribeirão Pires, drawing more than 500 people. The event drew support from local leaders, including former mayor Kiko Teixeira, former first lady Flavia Dotto, and city councilman Rato Teixeira, who voiced his support for Orlando and Carla’s candidacies this election.
Orlando’s main campaign platforms are public security, economic development and strengthening municipalities. Carla, meanwhile, is known for work on regional culture and infrastructure, citing examples like the revitalization of Parque Oriental and the creation of the Boulevard, both in Ribeirão Pires.
On September 19, Orlando Morando reported on social media the theft of campaign materials — his and Carla’s — in São Bernardo, São Caetano and Santo André. According to the report, two suspects were caught in the act; no one has been publicly named as responsible for the incident so far.
